The bourgeois-nationalist puppet state of the confederates in power in Armenia in May 1918 - 1920. The federal "government", headed by the prime minister, concerned about its shaken authority, asks the imperialist powers to send diplomatic representatives to Armenia. But no one comes. The resourceful minister, seeing his hairdressers dressed in Mexican costumes, who were sent to the United States to help the Armenian people, decides to pass them off as Mexican diplomats. Thus, several hairdressers Aram and Khacha become "Mexicans", diplomats of distant and unknown Mexico in their native Armenia. For ordinary hairdressers, after a painful express training in diplomatic and just some etiquette, they are "welcomed" at the station with a victory, with the required diplomatic protocol, where they are met by the assembled "color" of Yerevan: officers, officials, society.
